Under this component, in order to reduce the vulnerability of labor migration and help young people find the best jobs, three Migrant Service Centers will be built and equipped with modern equipment. At the same time, they will be provided with pre-departure orientation programs for employment and professional literacy training, training in information technology communications, and so on. New Migrant Service Centers will be built in Khujand, Bokhtar and Vose. The Migrant Service Centers will provide comprehensive services for outgoing and returning migrants.

   To provide better service to youth and female jobs seekers, the project will establish and equip three new model Job Centers that will provide: To improve services for youth and women looking for work, this component will have three Skills Development Centers that will provide services to migrants in the areas of training and adaptation of vocational skills, employment, etc. These centers will also have childcare and a pilot scholarship program for women job seekers. Skills development centers will be built and equipped with hostels in Dushanbe for the tourism sector, Rogun for the energy sector and Dangara region for agriculture. These centers offer skills training in priority sectors of the national economy: energy, tourism and agriculture. Curricula are designed and delivered according to a competency-based teaching methodology.

   In order to provide quality services to youth, women looking for work and young labor migrants, the following activities will be carried out under the third component. Development and approval of the Classification of Occupations of the Republic of Tajikistan in accordance with the International Standard for the Classification of Occupations 2008 (ISCO-08), which is used for coding professions, certification, labor market analysis.
