Skills and Employability Enhancement Project

Competency Standard

Professional Competence Standard – a document that defines the minimum normative requirements of knowledge, skills, abilities, and attitudes (i.e. competencies) that are necessary for a certain level of professional qualification, and a person must demonstrate them at the workplace in standard or variable situations. Any work can be performed above the established standard, in no case below it. The competence standard helps the employer to determine the suitability of the qualification level to the production requirements and recognizes the professional skills of the person and confirms the constant maintenance of his high professional level.

The competency standard is developed on the basis of a functional map prepared and examined in cooperation with highly qualified specialists from ministries and agencies, associations, and industry employers. Also, the CBT methodology requires that competence standards be developed in close cooperation with industry experts in order to determine the functions and tasks of work, especially the necessary skills that are necessary for the labor market for the implementation of this profession, and at the same time, the quality of the training of employees is guaranteed.

In accordance with the requirements of the CBT methodology, each competency standard is examined by employers and industry associations and agreed upon with the relevant ministries and agencies.

It should be noted that within the framework of the project “Strengthening technical-vocational education and training”, 17 professional competence standards were developed and approved.

As part of the project “Skills and Employability Enhancement”, the development and approval of 18 professional competence standards are expected.
